That turned out to be a pretty good rasp. Nice find. As anyone who has tried knows, a good looking ROTJ style rasp is almost impossible to find. Thrift stores are my favorite place to shop. I've found all sorts of good costume material and parts at them.

Would this same method work with a pool cue and be approvable?

absolutely. Pool Cues are a cheaper version of ski poles.
